Why does the Bible have so much emphasis on elders?

Titus 1:5I left you on the island of Crete so you could complete our work there and appoint elders in each town as I instructed you.

Local churches need spiritual leaders, godly and gifted individuals who will lead, teach, and care for the other believers in a local congregation.
