God promises his mercy to those who extend mercy to others. When we offer mercy, we will receive mercy.
Acts 2:21“But everyone who calls on the name of the Lord will be saved.”
God is merciful to all who genuinely seek him.
Deuteronomy 13:18“The Lord your God will be merciful only if you listen to his voice and keep all his commands that I am giving you today, doing what pleases him.”
Psalm 103:11His unfailing love toward those who fear him is as great as the height of the heavens above the earth.
God is merciful to those with sincere hearts who respect and honor him. Mercy is a reward for faithful obedience.
Psalm 103:8-10The Lord is compassionate and merciful, slow to get angry and filled with unfailing love. He will not constantly accuse us, nor remain angry forever. He does not punish us for all our sins; he does not deal harshly with us, as we deserve.
God offers mercy to sinners. None deserve God’s mercy, and yet he gives it gladly. Let us thank God for his patience and mercy and receive it gratefully.

We may not understand why God is merciful to some people, but we should remember the times we have received undeserved mercy ourselves, and be glad.

Romans 9:15-16God said to Moses, “I will show mercy to anyone I choose, and I will show compassion to anyone I choose.” So it is God who decides to show mercy. We can neither choose it nor work for it.
Ultimately, God chooses who will receive his mercy. We cannot earn it. We are, literally, at his mercy.
